President

Alain Bauer, Professor of Criminology at the Conservatoire des Arts et Métiers, is a senior fellow of John Jay College of Criminal Justice, New-York and the China University of Political Science and Law in Beijing. He is also advisor to the New-York Police Department (NYPD), the Québec Provincial Police (SQ) and the Los Angeles County Sheriff's Department (LASD).
He chairs the steering committee of the French National Observatory on Delinquency and Penal Responses and is the author of some thirty reference works on criminal and security issues.

Project Executive


Jean-François Gayraud is a Doctor in Law (University of Paris La Sorbonne), graduate of the Paris Institute of Political Studies (I.E.P.), and of the Paris Institute of Criminology. Former student of the French national police academy, he is a Police Superintendant. He is the author of many articles and books concerning geopolitics and criminology.

Communication and Influence


Marie-Hélène Dumeste, an ENA alumna and agregee French literature teacher, is a top-ranking civil servant who has held positions in several ministries (Civil Service, Culture, Home Affairs and Overseas territories and départements), in particular in the areas of training, research and international relations. She is the author of works on literature and also teaches at the IGPDE and IEP in Bordeaux for the essay paper on major contemporary issues which forms part of the ENA entrance exam..
